Authorized Person (Regulated Area)

An authorized person is any individual specifically authorized by the owner/operator to enter a regulated area where DecaBDE or PIP (3:1) is manufactured or processed. Only authorized persons with required PPE may enter.

40 CFR § 751.403.

Owners must maintain a list of authorized persons, ensure PPE training, and restrict regulated area entry. This is an operational compliance requirement affecting facility management and EHS teams.

A plastics recycling facility processing DecaBDE pallets must maintain records of authorized persons. Each must wear NIOSH-approved respiratory protection.
