Waste Framework Directive (WFD) – REACH Interface

The EU Waste Framework Directive (Directive 2008/98/EC, as amended by Directive (EU) 2018/851) intersects with REACH through the SCIP database obligation. Article 9 of the WFD requires EU-based suppliers of articles containing Candidate List SVHCs above 0.1% w/w to notify ECHA’s SCIP database before placing those articles on the EU market. SCIP data is made publicly available by ECHA to support safe waste management and material recovery of SVHC-containing waste streams.

SCIP is a WFD obligation, not a REACH obligation — it applies to all EU-based suppliers, not only REACH-registered manufacturers and importers. The SCIP obligation has no tonnage threshold. Companies in the supply chain who receive SVHC-containing articles from upstream suppliers must ensure their own SCIP notifications are accurate and updated. Waste operators and recyclers rely on SCIP data to safely manage hazardous content in end-of-life products.
