Conformant Smelter/Refiner

A conformant smelter or refiner is a smelter or refiner facility that has completed an audit under the Responsible Minerals Assurance Process (RMAP) or another recognized due diligence scheme and has been found to meet all applicable requirements. Conformant status means the facility has demonstrated that its sourcing practices do not fund armed groups in conflict-affected areas. RMAP maintains a publicly available list of conformant, active, and eligible facilities by metal.

Using RMAP-conformant smelters is the primary evidence companies use to demonstrate responsible sourcing. Downstream manufacturers must verify smelter conformant status using the Standard Smelter List in each CMRT version — status can change between updates. If a smelter is listed as ‘active’ (audit underway) rather than ‘conformant’ (audit complete), it is still considered acceptable by most due diligence frameworks as it demonstrates engagement with the process. On October 16, 2025, the European Commission formally recognized RMAP as equivalent to EU Conflict Minerals Regulation requirements.

An EU importer of tantalum metals verifies that the tantalum refiner in its supply chain appears on the RMAP conformant list for tantalum. Following EC Implementing Decision (EU) 2025/2071 (October 2025), the importer can rely on RMAP conformance as evidence of compliance with Regulation (EU) 2017/821.
