PIP (3:1) (CAS 68937-41-7) is an organophosphate flame retardant and functional fluid. PIP (3:1) is the highest-impact TSCA PBT chemical due to widespread use in plastics, lubricants, hydraulic fluids, adhesives, electronics, and aerospace. Companies must map usage against detailed exclusion provisions, implement SDS notifications, establish workplace safety programs, and maintain five-year records.

A plastics manufacturer uses PIP (3:1) in industrial equipment enclosures (not PCBs). The permanent exclusion does not apply. The manufacturer must evaluate phase-in timelines, implement PPE, update SDS, and plan substitution.
