Precursor (PFAS)
Definition
A PFAS precursor is a substance that can be transformed—through environmental degradation, biological metabolism, or industrial processing—into a terminal perfluoroalkyl acid (PFAA) such as PFOA, PFOS, or other persistent PFAS. Common precursor classes include fluorotelomer alcohols (FTOHs), perfluoroalkyl sulfonamides, and side-chain fluorinated polymers. Approximately 90% of the 4,700+ PFAS identified in the OECD’s 2018 database are potential precursors to PFAAs.

Practical Explanation (Compliance Context)
Precursors are important for compliance because a product that doesn’t contain a terminal PFAS like PFOA may still contribute to PFOA contamination through precursor degradation. Regulators increasingly target precursors alongside terminal PFAS. Under REACH, “PFOA-related substances” (precursors) are restricted at a 1,000 ppb threshold. For TSCA 8(a)(7), precursors that meet EPA’s PFAS structural definition are independently reportable. Supply chain data collection should identify not just terminal PFAS but also precursor substances.

A textile company uses 6:2 fluorotelomer alcohol (6:2 FTOH) as a fabric treatment. While 6:2 FTOH is not PFOA, it degrades in the environment to form PFHxA and other short-chain PFAAs. This makes 6:2 FTOH a regulated precursor, subject to the PFHxA restriction and potentially covered under the universal PFAS restriction.
